As per a request in the feature requests http://www.phpfox.com/tracker/view/8052/ , I have made a block that puts the language selector in a block. It installs sitewide in block 7.
Two versions. One with a title, ST_LanguagePick.zip and one without a title, ST_LanguagePickNoHeader.zip. There are instructions for changing the title for those that want the title.
